			<description>Stories of nooses on college dorm room door handles, racial graffiti and other acts of bigotry have been popping up all across the nation. Now, an alleged act of racism has hit home.&lt;br /&gt;
An e-mail sent to the Express office indicated that racial comments were reported to have been drawn on the desk of an African-American student in TeriAnn Bengiveno&apos;s history class several times this semester.</description>

A new law will be enforced beginning July 1 that no person operating a motor vehicle can use a hand held wireless telephone.</description>

It&apos;s a fact that cell phone you&apos;ve got glued to your ear while you drive is not only a distraction, it&apos;s downright dangerous. California&apos;s law banning non-hands-free cell phone use goes into effect on July 1 of this year, and it&apos;s about time.</description>
